Dr. Shuh Jing Ying was born in city of Shao-Hing, China in 1930. Dr. Ying attended always the best school in the city. At the age of 16, Dr. Ying graduated from Provincial Shao-Hing High School. Because of the World War II, he likes to be in military service, so he entered Chinese Air Force Technology Institute, and graduated with rank of number 3 in the class of 50 students. Dr. Ying served 4 years in the Engine Overhaul Factory in Taiwan China as a Lieutenant, and then entered National Cheng-Kung University, majored in mechanical engineering. He graduated with number 1 student in the class of 85 students. He came to this country in 1958 and completed M.Sc. at Brown University and Ph.D. at Harvard University in 1966. Dr. Ying received Outstanding Faculty Award in 1975, Engineer of Year Award in 1985, electedas Fellow of American Society of Mechanical Engineers in 1995, and published a text book 'Advanced Dynamics' in 1997. He retired in the year of 2000 and earned a title of Emeritus Professor. Because he likes to serve the country and world, so he is still working with a part time job in the University of South Florida.

Dr. Perhinschi received his Ph.D. degrees in Aerospace Engineering from the Politehnica University of Bucharest in 1999 and M.S. in Aerospace Engineering from the Polytechnic Institute of Bucharest and Georgia Institute of Technology in 1984 and 1994 respectively. In 1986, he became a Senior Researcher for the Institute of Fluid Mechanics and Flight Dynamics of Bucharest. Beginning in 1988, this overlapped with his work as a Teaching Assistant Professor (TAP) for the Polytechnic Institute of Bucharest. Dr. Perhinschi, then became a Graduate Research Assistant in 1993. Three years later, he became a Senior Researcher for the National Aerospace Research Institute in Bucharest. During this time (1998-1999) he also returned as a TAP at the Polytechnic Institute of Bucharest. In 2001, Currently, he is Professor in Department of Mechanical and Aerospace Engineering at the West Virginia University, USA. Since 1995, he has been a Professor of Control Theory in the Department of Systems and Control at the Technical University of Sofia. He is coauthoring more than 150 scientific papers as well as the books Computational Methods for Linear Control Systems (Prentice Hall, Hemel Hempstead, U.K., 1991), Perturbation Theory for Matrix Equations (North-Holland, Amsterdam, 2003), and Robust Control Design with MATLAB (Springer, London, 2005, 2013). Hung (Jim) La is currently an Assistant Professor in the Department of Computer Science and Engineering at the University of Nevada Reno. He was previously a Research Faculty with the Center for Advanced Infrastructure and Transportation (CAIT) at Rutgers University from 2012 to 2014. He also worked as a Postdoctoral Researcher in Robotics and Control Systems at Rutgers University from 2011 to 2012. Prior to working at CAIT he was a lecturer in the Department of Electrical Engineering at the Thai Nguyen University of Technology, Vietnam from 2001 to 2007. La received the doctoral degree in electrical and computer engineering from Oklahoma State University in 2011. La was the recipient of some best conference paper awards. He was a key member of the CAIT team that developed the Robotics Assisted Bridge Inspection Tool (RABIT) for the Federal Highway Administration (FHWA). Dr. Huihuan Qian received his B. Eng. (2004) in Automation from University of Science and Technology of China. Thereafter, he joined the Department of Automation and Computer-Aided Engineering at the Chinese University of Hong Kong as Research Assistant (2004-2005), and received his Ph.D. (2010) in Automation and Computer-Aided Engineering. He worked in the Department of Mechanical and Automation Engineering at the same university as a Research Associate (2010-2012) after graduation, and as a Research Assistant Professor (2012-2015) before he joined the School of Science and Engineering in the Chinese University of Hong Kong, Shenzhen, as an Assistant Professor. Dr. Qian has published 2 monographs, 1 edited book, and over 50 papers in international journal and conferences, and awarded 6 patents. He is the Principle Investigator of 2 projects funded by Hong Kong governments, and has been playing the key role for another 10 projects in Hong Kong and Mainland China.
